Mr. Goldenberg is President and CEO of Cardinal Point Strategies and is currently serving his third term as a senior member of the U.S. Department of Homeland Security Advisory Council (HSAC). Where he currently chairs the DHS State and Local Cyber Security Task Force. He previously served as Vice Chair of Departments Faith-Based Security Committee and as Chair of the DHS Foreign Fighter Task Force.

In 2017, Paul was appointed by Rutgers University as a Senior Fellow for Transnational Security Affairs working with the newly established Center dedicated to providing counsel and knowledge management training to international policing and sate security services on topics such as violent extremism, community conflict, and domestic terrorism.

Before founding CPS, he played a key role in setting domestic and international policy for the legislation and investigation of hate crimes and countering violent extremism and has been an international thought leader in information sharing, public private partnerships, conflict resolution, public safety, and community policing policy. He is recognized for conceptualizing community policing, gang violence, and violent extremism programs for transnational agencies, many of which were adopted by governments in North America and Europe.

His public career included two decades as a law enforcement executive; including positions as the first State Chief of the Office responsible for Hate Crimes and Domestic Terrorism for the New Jersey State Attorney General where he led the nation’s first full-time effort concentrating on hate crimes, youth violence, community engagement and domestic terrorism; Director/Commissioner of the nation’s 6th largest state/county government social service and juvenile justice system that included nearly 2,000 personnel and billion dollar budget. From 1985 through 1991 he led a Special Prosecutors Organized Crime Unit responsible for the investigation and prosecution of domestic terrorism, political corruption, and organized crime.

JIm McGuffey, M.A., CPP, PSP, PCI has been an ASIS member since 1981 having served as Chapter Chair, HOW Committee Chair, ARVP Group 4B, past member of the Physical Security Council and current member on Cultural Properties Council. He has 50 years of experience in law-enforcement, military and the private sector, retiring as RVP/Director Brink’s. Jim now works as a private security contractor vetted by the Department of State serving as a lead instructor, training law enforcement in Critical Security Infrastructure & Resilience, Protecting Soft Targets, Surveillance Detection and Preventing Terrorist Attacks Against Bus and Railway Systems in Afghanistan, Egypt, Columbia, Jordan, Mexico, India, Tajikistan, Kazakhstan, Uganda, Pakistan, Philippines, Tunisia, Jamaica, Kazakhstan, Chad, Niger, Mauritania, India, Yemen, Libya and Saudi Arabia Kingdom. Jim has maintained a website offering detailed information at no cost to enhance security for places of worship since 2008 and has conducted numerous pro-bono risk assessments for places of worship globally.
