The findings in The 9/11 Commission Report and the Markle Foundation report1 clearly demonstrated the need for a nationwide capacity to share information that could detect, prevent, or deter a terrorist attack. Following this guidance, the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) was developed. The NSI is a collaborative effort among SLTT and federal agencies, led by the U.S. Department of Homeland Security (DHS) and the Federal Bureau of Investigation (FBI), in coordination with the Program Manager for the Information Sharing Environment (PM-ISE), Global, and the Criminal Intelligence Coordinating Council (CICC). Support of the Nationwide SAR Initiative (NSI) efforts has been publicly stated by major law enforcement associations, including the International Association of Chiefs of Police (IACP), the Major Cities Chiefs Association (MCCA), the Major County Sheriffs’ Association (MCSA), the National Sheriffs’ Association (NSA), and the Association of State Criminal Investigative Agencies (ASCIA).
 
Speaker Bio:

Officer Morin has been a Chicago Police Officer for over 27 years and has worked as a patrol officer and Tactical Officer in several districts in the City of Chicago. I have also worked as a tactical officer in the Public Transportation Section, a DHS VIPR (Visible Intermodal Prevention and Response) team member. I have also been a solo motorcycle dignitary protection officer. The last seven years I have been assigned to the Chicago Police Departments Deployment Operations center / Crime Prevention & Information Center (CPIC) Counterterrorism Section and the TLO coordinator for the last 7 years. I also currently serve as a NOC (National Operation Center) Officer for the Chicago Police Departments Fusion Center (CPIC) Crime Prevention & Information Center.
 
Officer Morin is also a FIAT certified Intelligence Analyst and the current Illinois/ Land of Lincoln chapter Vice President for the International Association of Law Enforcement Intelligence Analyst. He received his Master Degree from Adler School of professional Psychology in Police Psychology and served in the United States Marine Corps.
